Senior Market Access Manager

Shanghai, China.

Responsibilities:

  1. Establish and maintain relationships with provincial healthcare insurance bureaus, tender offices, health commissions, and other departments. Follow key industry associations, interpret and predict the development direction of local tendering, pricing, healthcare insurance, and health reform policies, identify opportunities, manage risks, and enhance policy influence in line with company business.
  2. Predict regional tendering, pricing, healthcare insurance, and health reform policies. Communicate policies with Business Units (BU) early, accurately interpret relevant policy documents, and provide strategic recommendations based on company business needs.
  3. Timely acquisition and dissemination of regional tendering policies and information to relevant company departments. Track key government centralized procurement timelines. Organize and coordinate BU participation in important regional consumables procurement, centralized procurement (provincial, alliances, etc.), and formulate overall bidding strategies and appropriate bidding plans based on BU situations. Coordinate with various departments to achieve goals.
  4. Maintain active and close communication with relevant regional leaders, providing professional policy guidance, advice, and support. Work closely with BUs to help them align tendering, pricing, and healthcare insurance market access goals and strategies. Push forward action plans, coordinate and promote the achievement of policy objectives for tender projects, pricing projects, healthcare consumable library access, and payment standard setting.
  5. Perform other related tasks as assigned by functional departments.

Must Have: Minimum Requirements

  1. Bachelor’s degree or above (candidates with multidimensional knowledge structures such as public health, healthcare insurance, clinical medicine, biomedical, economics, etc., are preferred).
  2. Over 8 years of work experience in government affairs, market access, and tender-related positions in the medical industry, with 5+ years of management experience.
  3. Basic understanding of the current market situation and development prospects of China’s medical device industry, familiarity with the administrative and affairs departments of the responsible territories.
  4. Excellent execution ability, eagerness to learn, diligence, strong sense of responsibility.
  5. Team collaboration, optimistic and positive, able to inspire others in team and cross-department cooperation.
  6. Outstanding communication skills, capable of conducting independent policy analysis, excellent writing skills, experience in policy analysis and key account management is highly preferred.

  • 建立和维护省级医保局、招标办、卫健委等部门,跟进重点行业协会,解读与预判地方招标、物价、医保、卫生等医改政策的发展方向,并结合公司业务发现机会和管控风险,加强政策影响力;
  •  预判区域内招标、物价、医保、卫生改革政策,提早与BU进行政策沟通,准确解读相关政策文件,并结合公司业务需求给与应对策略的建议;
  •  及时掌握区域内招标政策及信息并传递给公司相关部门,掌握各重要政府集中采购的时间节点。组织协调BU 参与区域内重要的耗材带量采购、集中采购(省级、联盟等),参与制定公司整体的投标策略并根据BU情况制定合适的投标方案,协调各相关部门达成目标;
  •  与区域内相关负责人保持积极密切的沟通,提供专业政策指导、建议和支持。与BU 紧密联合,帮助各BU梳理招标、物价、医保等市场准入目标和策略,以及推进行动计划,协调并推进招标项目、物价收费项目、医保耗材库准入及支付标准制定等政策目标的达成;
  •  其他由职能部门安排的相关工作;
Must Have: Minimum Requirements.

  • 大学本科及以上学历(具备公共卫生、医疗保险、临床医学、生物医学、经济学等多维度的知识结构的候选人优先考虑)
  • 8年以上医疗行业政府事务、市场准入、招标相关岗位工作经验,5+ 年管理经验
  • 对中国医疗器械行业的市场现状和发展前景有基本的理解,熟悉所负责辖区的行政及事务主管部门
  • 优秀的执行力,善于学习,勤奋认真,责任心强 
  • 团队协作,乐观积极,在团队与跨部门合作中能够传递鼓舞他人的影响力 
  • 出色的沟通技巧,能独立开展政策分析,优良的文字功底,具备政策分析和大客户管理经验者尤佳
