L’objectif principal du groupe « Systemes et services de sante » est de renforcer les systemes de sante bases sur les soins de sante primaires, en soutenant la couverture sanitaire universelle. Ses travaux portent sur les domaines suivants : renforcement de la gouvernance des systemes de sante pour la protection sociale en matiere de sante ; renforcement des cadres reglementaires et de la protection financiere pour la realisation progressive du droit a la sante ; organisation de la prestation de services de sante integres et axes sur les personnes ; promotion de l’acces a des technologies de sante de qualite, sures et efficaces et de leur utilisation rationnelle ; renforcement des systemes nationaux de recherche en sante et promotion de l’integration des connaissances scientifiques dans les soins de sante, les politiques de sante et la cooperation technique ; et developpement des ressources humaines dans le domaine de la sante.

DESCRIPTION OF DUTIES

Le titulaire du poste se verra confier les taches suivantes :1.Soutenir le ministere de la sante pour finaliser et mettre en œuvre la strategie de financement de la sante au Congo 2018-2030 dans le contexte de l’elaboration et du deploiement de la feuille de route de la CSU;2.Fournir un appui technique au Ministere de la Sante dans l’examen et l’analyse des depenses publiques, l’environnement fiscal pour les activites de sante et le developpement des comptes nationaux de la sante ;3.Appuyer le Ministere de la Sante dans la consolidation des instruments juridiques necessaires a la mise en œuvre de la strategie de financement de la sante au Congo ;4.Valider, analyser et communiquer les donnees relatives au financement de la sante au Congo dans le cadre de la mise en œuvre de la sante publique universelle, en collaboration avec le ministere de la sante ;5.Conseiller et collaborer sur les programmes de cooperation technique dans les domaines du financement des soins de sante comme l’un des piliers pour la realisation de la couverture sanitaire universelle ;6.Identifier les moyens de lever des fonds pour la sante au niveau des gouvernements nationaux et des comtes, de maniere equitable, en collaboration avec le ministere Congolais de la sante et des finances ; 7.Faciliter l’examen et la reforme des institutions de financement de la sante en veillant a ce qu’elles soient efficaces dans la gestion des revenus de la sante ;8.Guider les arrangements appropries pour l’achat de services de soins de sante en accord avec les paquets de prestations definies pour la sante au Congo ;9.Documenter les meilleures pratiques emergentes en matiere de collecte, de gestion et d’achat de recettes au niveau des gouvernements nationaux et des Departements ;10.Developper les systemes de protection sociale et d’autres secteurs institutionnels et non gouvernementaux, en appui au ministere de la sante ;11.Soutenir le gouvernement national et les structures departementaux dans le developpement d’outils et le renforcement des capacites pour l’evaluation des couts des plans strategiques sectoriels ;12.Effectuer d’autres taches connexes, selon les besoins.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire de premier degre en sciences de la sante, sociales ou de gestion, en economie de la sante, en politique et gestion de la sante ou en sante publique avec un accent sur le financement de la sante.
Desirable: Master dans les domaines susmentionnes.

Experience

Essential: Au moins cinq (5) ans d’experience dans le secteur de la sante ou dans des domaines lies au financement des soins de sante, au developpement de systemes, a la prestation de services de sante et a l’elaboration de strategies visant a surmonter les obstacles a l’acces aux services de soins de sante
Desirable: Experience professionnelle dans des domaines connexes aupres de l’OMS, d’autres agences des Nations unies ou d’autres organisations nationales et internationales reconnues.

Skills

•Comprehension de la politique de financement de la sante, de l’elaboration de strategies de financement de la sante, de la planification, du renforcement des capacites et de la mise en œuvre d’initiatives ;• Connaissance des mecanismes de passation de marches et de fourniture de services, de l’elaboration et de la gestion de partenariats public-prive, de partenariats commerciaux et de partenariats entre donateurs est un atout ;•Capacite averee a promouvoir et a renforcer les relations entre les acteurs du secteur prive et les parties prenantes du gouvernement ;•Connaissance de l’elaboration de strategies de financement des soins de sante, des comptes nationaux de la sante et des enquetes sur les depenses des menages ;• Excellentes aptitudes a la communication ecrite et orale ;•Solides competences en matiere de gestion et capacite a travailler de maniere independante et en equipe.

REMUNERATION

Remuneration comprises an annual base salary starting at XAF 24,513,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
