The Position
1. Market Access Policy Advocacy Strategy and Planning
• Lead the planning and execution of policy advocacy strategies and action plans related to market access.
• Systematically analyze the national and local policy landscape—including healthcare and medical insurance—and identify key trends, priority issues, and strategic directions to empower regional market access teams.
2. Fostering a Policy Environment Conducive to High-Value Innovation
• Advocate for a comprehensive policy ecosystem—with a primary focus on healthcare and medical insurance—that supports high-value innovation throughout the entire lifecycle of innovative medicines.
• Drive the optimization of systems and frameworks, specifically within critical areas like market access and reimbursement, to ensure the full value of innovation can be realized.
3. Incubating Policy-Driven Business Models
• Proactively explore and incubate new business and payment models that leverage policy as a catalyst.
• Facilitate the integration of policy with operational business scenarios to create long-term, sustainable growth opportunities for innovative products and services.
4. Policy Advocacy for Pipeline and Disease Areas
• Conduct systematic policy research and advocacy planning for key pipeline assets and existing therapeutic areas (e.g., oncology, neuroscience, ophthalmology, etc.).
• Integrate cross-functional needs and resources to cultivate a forward-looking and stable policy environment for innovative solutions within these therapeutic areas.
5. High-Quality Engagement and Collaboration with External Stakeholders
• Support high-quality policy dialogue and advocacy efforts with government bodies, medical insurance authorities, academic institutions, and industry stakeholders.
• Enhance the company’s professional influence on policy-related matters through high-caliber engagement and strategic collaboration.

•负责规划并推动公司准入相关的政策倡导策略与行动计划
•系统研判国家及地方卫生、医保等政策环境与发展趋势，明确重点议题与方向，并赋能区域准入
2. 高价值创新友好型政策环境建设
•围绕创新药全生命周期，倡导支持高价值创新的全链条政策环境，主要聚焦卫生与医保政策
•聚焦准入与支付等关键政策环节，推动有利于创新价值实现的制度优化
3. 政策驱动的新型业务模式孵化
•前瞻性探索并孵化以政策为抓手撬动的新型业务与支付模式
•推动政策与业务场景的结合，为创新产品和服务创造长期、可持续的发展空间
4. 管线及疾病领域政策倡导
•围绕重点新管线疾病领域以及已上市疾病（如肿瘤、神经科学、眼科等）的共性政策诉求开展系统性的政策研究与倡导布局
•整合跨领域需求与资源，为相关领域的创新解决方案营造前瞻、稳定的政策环境
5. 外部客户的高质量沟通倡导与合作支持
•支持与政府、医保、学术及行业相关方的高质量政策沟通与倡导
•通过高质量交流与合作，提升公司在政策议题上的专业影响
