Consultant: Frontier Health Markets Engage

Washington, DC, US.

The consultant will provide strategic advice, technical leadership, coaching and mentoring. They will also apply the common market description methodology and develop a health markets description for Guatemala. This contract will be valid for work conducted between July – December 2024. The expected level of effort for this agreement is 10 days. Pre-approved and qualifying travel expenses will be reimbursed upon receipt.

The following activities will be carried out in the duration of this consultancy, with the possibility of more responsibilities to be added as needed:

Updating Market Development Approach Materials

·       Provide technical direction and oversight on lessons-learned process document on how to conduct a market description/diagnosis

·       Collect and curate tools and worksheets to analyze market data and formats to visualize data

·       Develop and finalize draft report on how to conduct a market description/diagnosis

·       Deliverable: Finalized Diagnostic guide and associated suite of tools

Guatemala

Pre-Assessment Preparation and Desk Review

·       Review FHM Engage market development approach (MDA) and rapid assessment tools.

·       Conduct desk review of health indicators, market performance, relevant  policies, and on-going interventions.

·       Set up meetings for key informant interviews with relevant market stakeholders.

·       Deliverable: Pre-assessment brief

Rapid Assessment Trip

·       With FHM-Engage consultant, travel to Guatemala to conduct a rapid market assessment in Guatemala in consultation with USAID/Guatemala

·       Conduct key informant interviews (KIIs), visits to relevant health clinics and supply chain locations and actors with a focus on FP product and services provision in the private sector in urban and rural areas

·       Collect data available in-country.

·       Deliverables: Rapid health market assessment findings and trip report.

Develop a Market Description and Recommendations

·       Compile, organize, and analyze information/findings gathered during the first two activities.

·       Using FHM Engage’s MDA tools to create a detailed slide deck that provides a market description of FP in Guatemala.

·       Provide a ‘diagnosis’ of market failures leading to restricted access to FP product and services and recommendations for interventions that will improve health market performance.

·       Deliverable: Final Guatemala Market Description on FP (detailed PowerPoint) 

Desired Qualifications and Experience

The ideal candidates for this position will possess the following qualifications:

·       Advanced degree (Master’s/similar or above) in health economics, health policy and management, or public health with a financing focus.

·       Extensive (20+years) of experience directly engaging national level government actors to assess strengths and weaknesses of private health sectors, analyzing health markets for private sector opportunities, designing desirable private sector policies, and related activities.

·       Extensive (20+years) of experience in strategic markets, advocacy and strategic communications related to policy environments for health issues, and strategic planning advocacy and implementation of health policies as national and regional levels.

·       Extensive (20+years) of experience working with federally funded contracts, particularly those funded by USAID.

Project Background 

Frontier Health Markets Engage (FHM Engage) is a global cooperative agreement to provide technical assistance (TA) supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning (FP) and other health services and products in mixed health systems. Led by Chemonics with Results for Development (R4D) as co-technical lead, alongside Pathfinder International and Zenysis Technologies, FHM Engage will work through 16 local, regional, and specialized network implementation partners (NIPs) to deliver lasting results. Building on over 30 years of USAID investment, FHM Engage focuses on strengthening local health markets by addressing the root causes of market failures in the core market functions to create the necessary behavior change that catalyzes supply and demand and supports sustainable change.
