Consultant, Guyana National Malaria Strategic Plan Costing

PATH is implementing the PMI REACH Malaria (REACH) global project under USAID’s President’s Malaria Initiative (PMI) that is providing implementation support and technical assistance to countries for malaria service delivery in health facilities and community settings. Working with national governments and PMI, REACH will identify efficiencies and standardize best practices to achieve project objectives. These efforts significantly contribute to PMI’s goal of reducing malaria mortality and morbidity and efficiently and effectively moving countries forward along the malaria elimination spectrum.

The three main objectives of the project include:  

  • Strengthened implementation of quality malaria service delivery with an equity-based focus on unreached populations
  • Strengthened and make more resilient health systems from national to community level. Effective global leadership in malaria service delivery approaches provided
  • Effective global leadership in malaria service delivery approaches provided

PATH is seeking a consultant to provide Services as a National Malaria Strategic Plan Costing Consultant to support the Ministry of Health, Vector Control Services- National Malaria Programme Guyana in developing a costed plan that supports the five-year National Malaria Strategic Plan 2026-2030.

Location: This position is based in Georgetown, Guyana.

Timeline: The timeline is 2 months, from November 2024 to December 2024, with the possibility of extension as determined by PATH.

Activities and Scope of Work:

  • Lead and/ or support the costing of the NSP and funding requests with the following considerations:
    • Review existing support for malaria activities in Guyana through partnership mapping of current activities, resources, through partnership mapping of current activities, resources, and anticipated changes, including all existing external malaria grants
    • Apply the most reliable unit cost or input price data, including reliable future projections, potential efficiency gains, or other assumptions providing a clear understanding of the additional resources needed to scale up services as compared with the status quo (i.e., current program)
    • Document efforts to ensure NSP is costed to reflect both allocative and technical efficiency at program and system levels supported by evidence
    • Participate in a national validation session to review all cost assumptions and results with national stakeholders and finalize the cost projections
    • Lead high-level discussions with senior management, partner representatives, and other key stakeholders to broker consensus.

Deliverables:

Prepare a costed plan that supports the five-year National Malaria Strategic Plan 2026-2030.

Qualifications:

  • Advanced university degree preferably in Financial Management, Accounting, Auditing, Health Policy and Planning, Health Economics, Public Health or other relevant area or equivalent professional training. Bachelor’s degree may be considered with two additional years of experience
  • At least 7 years of professional experience in financial management or accounting including costing and budgeting of national disease programs; health policy and planning; business analysis in particular in health projects for development agencies or multinational companies
  • Specialization, experience or sound understanding of international development, health policy and program planning related to public health problems including malaria, is preferred
  • Strong technical expertise in costing methodologies with experience in costing and budgeting health programs using relevant costing tools, ideally for NSPs and/ or funding requests
  • Ability to work independently and collaborate with colleagues across time zones
  • Demonstrated ability to communicate research methods and results into funding requests/applications for proposals
  • Ability to work effectively with interdisciplinary colleagues to achieve team goals
  • Experience in building health economic models using software such as Excel and TreeAge and conducting sensitivity analysis using software such as @Risk, or similar type software
  • Excellent verbal and written communication skills in English
  • Work authorization for employment in Guyana
