The main purpose of the position is to provide technical advice and support to Member states with regards to Health Financing and Social Protection programs. The position will undertake all aspects of a Health Financing and Social Protection program in a country (or a region) focusing on the economic analyses of health policies and strategies and health care financing submissions to regulatory authorities of the country and to develop economic models for health economic analyses by identifying existing databases; and identifying critical information gaps and propose improvements in the existing systems.

The major expected outputs are advisory services to Member states, development of strategies, action plans and work programs for strengthening the use of economic models in policy analysis and formulation and also contribution to the development of national capabilities in health economics and health care financing.    

This vacancy notice aims to fill multiple positions based in different duty stations including those of a temporary nature.  

DESCRIPTION OF DUTIES

The incumbent is expected to perform all or most the following generic duties:

  • Provide strategic and technical assistance to the Ministry of Health, relevant ministries, and government agencies in the implementation of the Roadmap Towards Universal Health Coverage;
  • Provide technical support and guidance in the development, implementation, monitoring and evaluation of national health financing policies, strategies, and systems;
  • Develop national strategies and policies through the provision of policy advice and guidance on improved plans of action for existing health systems and services for universal coverage in social health insurance and community insurance;
  • Research, compile and evaluate a variety of data and information related to health financing best practices and provide policy makers with information for decision making;
  • Make proposals for improvements of existing national health statistics and national health accounting systems, especially in respect of their sustainability;
  • Serve as a technical resource to respective authorities concerning health economics and social health insurance in the country; respond to inquiries and provide detailed and technical advice concerning related principles, practices, issues, measures, techniques and procedures in the related areas;
  • Develop, implement and conduct a variety of community outreach activities concerning the importance of social health insurance systems;
  • Liaise and coordinate national counterparts, technical departments at RO/HQ and with donor and development partners (UN and bilateral) to (a) harmonize recommendations on policies and strategies related to health financing and resolve issues or concerns and b) strengthen national capacities in the areas of health financing;
  • Develop and implement training/orientation programmes in the related areas for capacity building in Health Financing and Social Protection Programs;
  • When delegated represent WHO at various meetings; and
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in Economics, public health, social sciences, or other similar area.
WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World  Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United  Nations Educational, Scientific and Cultural Organization (UNESCO).

Experience

Essential: At least seven years of progressively responsible professional experience, including relevant international exposure, in the area of economic analysis of health financing policy and formulation. Within this experience, relevant experience should be in low- and middle-income countries. Experience in assessing National Health Insurance systems.

Desirable: Experience in benefit package costing, national health accounts, purchasing schemes management/assessment

  • In-depth knowledge of country situation with regard to health economics capacities with good understanding of social health insurance systems and relevant country’s needs, priorities and policies, along with WHO’s policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), and a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
