CHAI recherche un/une analyste, ayant une expérience en santé publique et/ou économie de la santé, ainsi qu’une expérience en gestion de projets et des capacités d’analyse poussées, pour fournir un appui technique de qualité au ministère de la Santé. Le/la chargé(e) de projet sera basé(e) à Ouagadougou et apportera son soutien à divers efforts de financement et de renforcement du système de santé. L’étendue du travail peut inclure, sans s’y limiter, le développement d’analyses solides qui informeront l’allocation et l’utilisation des ressources, l’opérationnalisation de la stratégie « 1 plan, 1 budget, 1 rapport », et la mise en œuvre d’activités clés, y compris un projet pilote au niveau régional et au niveau district sanitaire. Les défis auxquels le gouvernement est confronté évoluent au fil du temps et, par conséquent, le travail sera diversifié, et ce rôle exige une forte capacité d’adaptation et de réflexion créative.

Responsibilities

  • Apporter un appui rapproché au gouvernement dans la réalisation d’analyses poussées afin d’informer des réformes prioritaires. Ces analyses pourront inclure celles listées ci-dessous :
    • Des analyses coût-efficacité des interventions, et des analyses d’efficience qui permettront d’informer des interventions pour améliorer la gestion financière au niveau central et périphérique et pour différents piliers du système de santé
    • Une analyse critique de la répartition des ressources financières pour l’ensemble du système de santé ainsi que des dépenses y relatives.
    • D’autres analyses quantitatives et qualitatives permettant d’évaluer les possibilités d’améliorer l’efficience, l’efficacité et la durabilité du financement de la santé au Burkina Faso.
  • Contribuer activement à l’opérationnalisation de l’approche « 1 plan, 1 budget, 1 rapport », notamment :
    • Soutenir la planification et la mise en œuvre des plans annuels au niveau central et décentralisé, en liaison avec le cycle de budgétisation du ministère des Finances
    • Participer à la collecte, au traitement et à l’analyse de données visant à soutenir la prise de décisions dans l’amélioration du processus de planification, de budgétisation et de suivi-évaluation de la performance du système de santé.
    • Soutenir le renforcement de la gouvernance du système de santé pour l’élaboration et la mise en œuvre d’améliorations liées à l’approche « 1 plan, 1 budget, 1 rapport » à l’échelle nationale, régionale et district sanitaire.
  • Avec le support du reste de l’équipe, agir en tant que conseiller stratégique auprès des interlocuteurs du gouvernement et du ministère de la Santé, en apportant un soutien aux stratégies et réformes clés en matière de financement de la santé.
  • Capaciter les partenaires gouvernementaux en analyse de données, incluant le calcul des coûts, la modélisation de scénarios et la budgétisation
  • Participer à la rédaction des présentations et des rapports pour les parties prenantes internes et externes concernant le travail de renforcement du système de santé au Burkina Faso.
  • Travailler en étroite collaboration avec le reste de l’équipe de financement de la santé de CHAI pour assurer la mise en œuvre des principaux projets qui visent à soutenir la mise en œuvre des priorités gouvernementales.
  • Autres tâches potentielles assignées par le superviseur.

Qualifications

  • Un Master avec au moins 1 à 2 ans d’expériences probantes dans un environnement exigeant, idéalement en économie de la santé, conseil stratégique ou opérationnel, finance, ou poste de conseiller du secteur public dans un domaine similaire ;
  • Diplôme d’études supérieures en économie de la santé, finance, développement international, ingénierie ou autres disciplines pertinentes.
  • Une familiarité avec les questions de santé mondiale et les concepts de renforcement des systèmes de santé serait un avantage ;
  • D’excellentes compétences en matière d’organisation et de gestion, notamment en ce qui concerne la gestion du temps et la gestion de projets. Une capacité à gérer plusieurs tâches simultanément et à établir des priorités et gérer des projets sous pression ;
  • Compétences exceptionnelles en matière d’analyse, de recherche et de présentation de données qualitatives et quantitatives ;
  • Des expériences passées en Afrique Sub-saharienne seraient un grand atout ;
  • Excellentes compétences en matière de communication et de présentation, avec la capacité de rédiger de manière claire et concise, y compris pour des documents techniques tels que des plans nationaux et des directives ;
  • Une bonne maîtrise de MS Excel, PowerPoint et Word ;
  • Des compétences en analyse et visualisation de données sur Power BI, Tableau, Stata, R, etc. seraient un atout ;
  • Capacité à réfléchir de manière stratégique, à gérer l’ambiguïté et à travailler dans un environnement multiculturel, en indépendance et avec un rythme de travail soutenu ;
  • Capacité à apprendre rapidement sur de nouveaux sujets et à absorber et synthétiser un large éventail d’informations ;
  • Une forte capacité à établir un consensus entre des groupes multipartites divers et une capacité à travailler dans un environnement multiculturel ;
  • Une solide éthique de travail, d’humilité, d’intégrité ;
  • Une maîtrise forte du français et un niveau d’anglais intermédiaire au minimum.

About the Programme

The government of Burkina Faso is committed to accelerating progress towards universal health coverage and adopting reform programs. This includes the launch of a government-funded free health care program, which aims to eliminate user fees for pregnant women and children under five, as well as for family planning services, so that people do not have to pay more than they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides technical expertise to the Ministry of Health at all levels of the health system, from central to peripheral, to strengthen the health system and health financing and to improve the way resources are prioritized, coordinated, managed, and monitored.

Role Overview

CHAI is looking for an analyst with experience in public health and/or health economics, as well as experience in project management and advanced analytical skills, to provide high-quality technical support to the Ministry of Health. The Project Manager will be based in Ouagadougou and will support various efforts to finance and strengthen the health system. The scope of work may include, but is not limited to, the development of robust analyses that will inform the allocation and use of resources, the operationalization of the “1 plan, 1 budget, 1 report” strategy, and the implementation of key activities, including a pilot project at regional and health district level. The challenges facing the government change over time and, as a result, the work will be diverse, and this role requires a strong ability to adapt and think creatively.

Responsibilities

  • Provide close support to the government in carrying out in-depth analyses to inform priority reforms. These analyses may include those listed below:
    • Cost-effectiveness analyses of interventions, and efficiency analyses that will inform interventions to improve financial management at central and peripheral levels and for different pillars of the healthcare system.
    • A critical analysis of the distribution of financial resources for the healthcare system as a whole, and of related expenditure.
    • Other quantitative and qualitative analyses to assess opportunities for improving the efficiency, effectiveness and sustainability of health financing and health system strengthening in Burkina Faso.
  • Play a key role in the operationalization of the “1 plan, 1 budget, 1 report” strategy, including:
    • Support the planning and implementation of annual plans at central and decentralized levels, in liaison with the budgeting cycle of the Ministry of Finance.
    • Participate in the collection, processing and analysis of data to support decision-making in the improvement of the planning, budgeting and performance monitoring/evaluation process of the health system.
    • Support the strengthening of health system governance for the development and implementation of improvements related to the “1 Plan, 1 budget, 1 report” at national, regional and district scale.
  • With the support of the rest of the team, act as a strategic advisor to government and Ministry of Health interlocutors, providing support for key health financing strategies and reforms.
  • Contribute to the capacity building of government staff in data analysis, including costing, scenario, modeling and budgeting.
  • Participate in the drafting of presentations and reports for internal and external stakeholders regarding work to strengthen the health system in Burkina Faso.
  • Work closely with the rest of CHAI’s health financing team to ensure the implementation of key projects aimed at supporting the implementation of government priorities.
  • Other potential duties as assigned by supervisor.

Qualifications

  • Master’s degree with at least 1 or 2 years of relevant experience in a demanding environment, ideally in health economics, strategic or operational consulting, finance, or public sector advisory position in a similar field.
  • Advanced degree in health economics, finance, international development, engineering or other relevant disciplines.
  • Familiarity with global health issues and health systems strengthening concepts would be an advantage.
  • Excellent organizational and management skills, including time management and project management. Ability to manage multiple tasks simultaneously and to prioritize and manage projects under pressure.
  • Exceptional skills in analysis, research and presentation of qualitative and quantitative data.
  • Previous experience in Sub-Saharan Africa would be a great asset.
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines.
  • Good command of MS Excel, PowerPoint and Word and data analysis software such as SPSS, STATA, R.
  • Data visualization skills on Power BI, Tableau, would be an asset.
  • Ability to think strategically, manage ambiguity and work independently in a multicultural environment at a fast pace.
  • Ability to learn quickly on new subjects and to absorb and synthesize a wide range of information.
  • A strong ability to build consensus between diverse multi-stakeholder groups and an ability to work in a multicultural environment.
  • A strong work ethic, humility, integrity.
  • A strong command of French and at least an intermediate level of English.
