  • Develop and execute HEOR (Health Economic and Outcomes Research) strategy for products across lifecycles to support Celgene’s IBD (Inflammatory Bowel Disease) products by drawing on experience with: global market access pricing with an understanding of payer environment and market access requirements in major countries, including coverage and reimbursement, pricing, HTA ( Health technology Assessment) and health care policy;
  • Conducting qualitative and quantitative research;
  • Writing technical and non-technical reports, data interpretation and synthesis;
  • Conducting situation analysis of external pricing and reimbursement environment and synthesize relevant information to develop strategic plans;
  • Creating product value proposition and value messages with supporting evidence;
  • Evaluating, hiring and managing specialized vendors and developing and executing multiple projects;
  • Developing tools to support countries in product value demonstration, price negotiations and communications; and review of clinical and health economic literature, including disease state information, clinical trial design and results, and pharmaco-economic studies to understand the implications for value to payers.
  • Formulate evidence-based payer value propositions that are aligned with Celgene’s products and have a foundation in a robust understanding of payers and their decision-making systems.
  • Develop HTA experts and payer engagement strategies for every stage of the product lifecycle to support optimal market access and assist regional and country organizations in achieving and maintaining access at target prices, support HTA submissions, perform cross-country impact analysis, assist in the creation and delivery of HTA and payer tools such as network meta-analysis, cost-effectiveness, and budget impact model.
  • Collaborate internally with clinical development, medical affairs, commercial, regulatory affairs, program management, market research, and other cross functional colleagues as well as externally with HEOR experts to build an integrated evidence generation plan for Celgene’s IBD portfolio to achieve business objectives.
  • Develop and execute HEOR strategy for Celgene’s IBD and pipeline assets across early development to post launch lifecycle. Lead the execution of HEOR studies and data dissemination, including but not limited to systematic literature reviews, burden of illness, real-world studies, economic modeling, patient-reported outcomes, comparative effectiveness studies, etc.
  • Conduct modeling activities, starting early in development, to create insights to inform launch HTA as well as P&MA (Pricing & Market Access) strategy. Support strategic input into pricing of Celgene products in collaboration with Global Commercial Team, and other relevant cross-functional partners, based on HTA assessment, market research and financial analyses encompassing a range of strategic considerations. Manage multiple projects within defined budgets and timelines. Lead alignment of worldwide pricing and access activities with regional and country pricing and access strategies and support adaptation by affiliates.
  • Contribute to phase 2/phase 3 and post marketing study protocols and statistical analysis plans to ensure key health economic and payer evidence requirements are adequately reported.
  • Support regulatory submissions and key label claims.
  • Maintain and develop relationships with external researchers in the medical and health economics fields to support key research projects.
  • Develop and execute a publication plan to disseminate key evidence and value messages. 20% travel is required, of which 50% is international and 50% is domestic travel.


Master’s degree in Pharmaceutical Science, Health Economics, Epidemiology, Pharmacy Administration, Economics, Pharmaceutical Economics or a related field plus 5 years of post-baccalaureate experience showing demonstrable ability in the skills set described above.
