The primary mission of the U.S. Health Economics and Outcomes Research (HEOR) Department is to improve patient outcomes by developing and communicating the value of Boehringer Ingelheim’s (BI) products.

The Regional Director, HEOR Field Team will manage a regional HEOR field team including Value Evidence and Outcomes and Health System HEOR Liaisons to ensure effective communication and implementation of value evidence of BI products, as well as translation of  population health management and quality improvement evidence to actions and decisions. These activities are to be conducted in alignment with the Account Teams, and within BIPI guidelines, policies and directives. Regional Director, HEOR Field Team is empowered to make decisions and drive results, which will require a strong HEOR background, strong business acumen, and communication and coaching/development skills to lead the HEOR Field team.

Duties & Responsibilities

  • Drive a learning culture including coaching of the team on the communication and implementation of value evidence on our products, as well as the translation of evidence to actions and decisions including population health management and quality improvement.  Support account teams in high level customer interactions as appropriate.
  • Coach team to develop account Specific HEOR strategies.
  • Lead the team in the collaboration with primary care and specialty sales and medical leadership to ensure all account team plans incorporate HEOR tactics and to deliver value messages uniformly across all assigned customer-facing groups and therapeutic areas.  Coach team to coordinate with the BIPI Account team to develop account-specific strategic plans to ensure effective utilization of HEOR information, services, and tools.
  • Develop field HEOR strategy in collaboration with the HEOR leadership team and other internal stakeholders to optimize market access and appropriate utilization for our products.
  • Ensure effective collaboration between Value Evidence and Outcomes and Health System HEOR colleagues in order to meet the needs of both payor and health system customers.  Provide additional support where necessary to Priority account team members regarding strategy and implementation where necessary
  • Develop and implement performance metrics for team members, including assessment of the value of field resources.  Ensure HEOR Field team activities in their region and their impact on product positioning and market access are tracked in the appropriate systems and tools (i.e. Veeva).  Drive appropriate and compliant use of systems and tools to execute and document customer interactions.  Actively monitors progress of work, cross-functional activities and accountabilities within the region.
  • Ensure team members provide timely clinical, economic and scientific product updates proactively or in response to unsolicited requests per standard operating procedure (including Dossier) to formulary decision makers or similar entities.
  • Ensure team members provide insights from external customers to home office-based HEOR and Medical teams to ensure strategies and tactics are robust in filling key evidence gaps from a payor and health system perspective. Establish and maintain research and other collaborations with key external payor and health system stakeholders as needed.
  • Partner with legal and compliance business partners to mitigate risks across the team including anti-kickback issues for the population based RWE program, research and quality improvement collaborations, and other services where BI provides value to our customers.
  • Recruit, train, direct, develop and motivate HEOR Field Team staff. Collaborate with HEOR Leadership Team in the development, implementation, and management of processes and high quality training programs for optimizing departmental operations and staff development.  Lead a regional HEOR Field team by creating a performance based culture with clear accountability and urgency for achieving results. Foster an environment that promotes smart decision-making, and flexibility – while reinforcing and ensuring HEOR Field teams comply with boundaries for collaborative and compliant communications.

Requirements

  • PhD in relevant discipline or Doctoral degree in a clinical discipline (medicine, pharmacy, nursing. And Master degree in a relevant discipline or relevant formal training and experience
  • Ten-plus (10+) years of pharmaceutical experience; or at least eight (8) years of experience in Health Economics & Outcomes Research.
  • Hands-On HEOR experience in study design and execution.
  • Knowledgeable about Health Outcomes Research methods (experimental and observational study designs, and state of the art modeling methods).
  • Ability to conduct independent research in health economics and outcomes research and publish or present the results (preferred).
  • Demonstrated ability to lead strategically and operationally.
  • Work effectively cross-functionally with strong problem solving, collaboration, teamwork, communication, and negotiation skills.
  • Significant expertise in leading field teams focused on delivery of HEOR value propositions, quality measurement, disease management and health analytics in support of market access for pharmaceuticals.
  • Ability to work both externally and internally to ensure the field team is able to deliver its full potential to customers and to BI.
  • Knowledge of US healthcare industry trends, and in-depth knowledge of the US healthcare delivery system, including payors and organized providers and implications of trends on access and value demonstration.
  • Deep understanding about how value evidence is used by Payor and health system stakeholders to inform adoption and diffusion decisions.
  • Ability to translate data driven evidence into decisions and actions.
  • Knowledge of current trends in data science in healthcare (preferred).
  • Recognition by external peers for their expertise (preferred).
  • Senior level influence and credibility – ability to engage senior executives both in BI and in external organizations.
  • Strong business acumen with proven ability to apply health outcomes programs or research findings to impact market access decisions.
  • Ability to effectively communicate clinical, economic concepts and evidence-based concepts.
  • Ability to master the clinical and health economic evidence and able to effectively communicate complex material to a wide variety of audiences.
  • Knowledgeable about how to communicate complex data in ways that customers understand.
  • Experienced in working alongside commercial and other functions to develop robust account plans which include RWE/HEOR projects based on identified opportunities within selected accounts.
  • Ability to discuss healthcare delivery processes and inter-relationships between different customer-types in the healthcare marketplace.
  • Thorough understanding of FDMA 114, 21st Century Cures, new draft FDA Guidances on Payor Communication and Unapproved Uses, as well as their implications for the development and dissemination of healthcare economic information to the payer audience (preferred)
  • Functional in all Microsoft Office platform components
  • Ability to operate in a complex, ever-changing environment.  Working within an account team with specific duties to HEOR and complex models.
  • Knowledge of industry best practices related to HEOR activities.
  • Ability to travel a minimum of 50% of the time.
