Description Of Duties:
Under the direct supervision of the Unit Head, Economic Evaluation and Analysis, the incumbent shall: 1. Regularly update the Financial Protection database and conduct analyses of financial protection data with responsibility for updating estimates in certain countries and with development of related analyses 2. Contribute to biannual global report on progress towards UHC. This will entail preparing and analyzing data sets and contributing to background papers, technical briefs, and other relevant publications on financial protection indicators and related key indicators 3. Provide technical assistance to countries and regions in the measurement and evaluation of financial protection. 4. Undertake other work of the unit as may be requested by the Unit Head.
Essential: A first university degree in Health Financing, Economics or Statistics.
Desirable: An advanced university degree (Masters level or above) in Health Financing, Economics or Statistics.
Essential: At least 5 years’ experience in applied quantitative work relating to health systems and financing with a focus on measurement and evaluation of financial protection at national and international levels
Desirable: Relevant work experience working with other UN and related Organizations, particularly the international financial institutions.
1. Knowledge and expertise in health financing issues, particularly as they link to measures of financial protection. 2. Proficiency in STATA and in database management of microdatasets 3. Drafting related materials and papers.4. Knowledge of principles of project management and excellent organizational skills. 5. Excellent ability to work collaboratively within a team and ability to adapt to multinational environment.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4260 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
Objectives Of The Programme
The mission of the department of Health Systems Governance and Financing (HGF) and its units at WHO HQ is to support member countries to develop and/or sustain health financing systems that ensure access to needed health services while avoiding catastrophic expenditure and impoverishment of people as a result of seeking care. This will be achieved through monitoring and evaluation, with development of tools and information to feed into the policy process, and with appropriate capacity development to undertake such activities in country toward UHC.
