They sit at the intersection of health economics, market access, pricing and reimbursement, and the job titles and descriptions vary widely across companies and sectors.

To get a clearer picture of what these roles actually look like right now, we analysed 197 positions where “value and access” appeared in the job title or job description, posted in the Pro membership of EuropeanHealthEconomics.com, the specialised job board for health economists. Here is what the data shows.

1. This Is Not an Entry-Level Market

92% of roles are tagged as senior or lead, and 88% sit at manager level. Only 16% of listings include any entry-level dimension, and internships are almost non-existent: just 3 out of 197 roles.

If you’re early in your career, this snapshot has very little for you. But if you’re at the 3-to-5-year mark and above, the demand is clear. Value and access functions across European pharma, biotech and consulting are hiring for experience, not potential.

For hiring managers, this concentration at the senior end reflects something structural: these roles require a combination of technical capability, stakeholder credibility e strategic judgement that takes years to develop.

2. The UK Leads, and Spain Is Second

The UK has the most roles with 60, and Spagna is second with 34, ahead of Germany 32 e France 22. Spain’s value and access market is active and underrepresented in most career conversations about European health economics. If you have Spanish language skills or familiarity with the Spanish HTA and reimbursement environment, that’s a stronger differentiator than it’s commonly treated as.

Alongside this, 26% of roles span multiple countries. More than one in four listings covers a regional or global remit rather than a single market. Cross-HTA experience, language skills and a track record across different payer systems are directly relevant to a significant share of open roles.

3. HTA Submissions Are the Central Deliverable

Dossier and submission experience appears in 59% of roles. HTA is tagged in 71%. Together, these numbers point to the same conclusion: preparing and delivering evidence packages for payers and HTA bodies is not a niche skill in this market. It is the core output.

If you’re in a value and access role without direct experience in dossier development or HTA submissions, that gap is worth addressing. If you have a track record of successful submissions across multiple markets, make that visible on your CV. It is the most consistently demanded deliverable across this dataset.

4. Health Policy Literacy Appears Across the Market

Health policy appears in 30% of roles, which is higher than many would expect for a function often framed as technical. These are not government or public health positions. They are commercial and consultancy roles that expect candidates to follow the policy environment, understand its implications for access strategy, and translate that into practical guidance.

For technically strong health economists who haven’t invested much in tracking policy developments (pharmaceutical legislation, HTA reform, reimbursement frameworks), this is a signal worth acting on.

5. Modelling Is Broadly Expected

Economic modelling appears in 68% of roles, which is high for a value and access dataset. But cost-effectiveness e budget impact are each tagged in only 16% of listings.

Employers expect modelling but don’t always define what kind, likely because the scope covers evidence synthesis, systematic literature reviews e early HTA modelling alongside the classic cost-effectiveness and budget impact work. If you’re a modeller, your value in this market is broader than the CEA or BIM outputs alone.

6. Real-World Evidence Is Expected Across Nearly Half of Roles

RWE appears in 43% of listings. Claims data, observational study design e RWD sources are becoming standard expectations alongside traditional modelling and HTA capabilities.

If you’re building your profile in this market, RWE is no longer a specialist add-on for a significant portion of roles. And if you’re hiring, candidates with strong RWE backgrounds will have no shortage of options.

See all Value and Access Jobs

Today there are 48 free roles and 269 roles for Pro members on the job board.

VALUE & ACCESS JOBS

Value and access is one of the newer function categories in health economics, and the scope of these roles is not always clear, even to people working in the field.
