Team Lead (Health Financing and Policy)

MSH is inviting applications for the position of Team Lead, Health Financing and Policy for a project based in Dhaka. The purpose of the project is to help countries increase domestic financing, use key TB resources more efficiently, build in-country technical and managerial competence and leadership, and support policy formation and dissemination. The project also prepares local organizations to transition into the role of primary technical assistance providers and recipients of direct donor support, co-creating activities with national TB programs, NGOs, civil society, private sectors, and other stakeholders. In Bangladesh, the project focuses on supporting the government to establish government-led contracting of TB services.

Under the supervision of the CPD, She/He will lead the development and execution of TB contracting activities. This includes conducting domestic financial landscape assessments, developing opportunities for private sector engagement, regulatory adjustment and supporting the advancement of contracting to improve the quality and equitable access to TB services. S/he will also manage discrete project activities, ensure deliverables, and supervise staff.

Main Duties and Responsibilities:

1. Technical: 60%

Provide technical leadership for the development and execution of TB contracting activities.

Lead to health financing and budget analysis, conducting domestic financial landscape assessments and regulatory adjustment.

Prepare reports, briefs, and deliverables through coordination with relevant staff and the donor within the stipulated timeline.

Contribute actively to sharing and documenting knowledge, achievements, and learnings internally and externally.

2. Coordination and Communication: 15%

Support coordination and collaboration with partners, donors, the USAID country Mission, in-country counterparts, and stakeholders, particularly the Ministry of Health and Family Welfare (MOHFW) and its departments like NTP, HEU, etc.

Ensure effective communication and coordination are established and maintained with relevant MSH headquarters staff. 

3. Managerial/Administrative: 15%

Assist CPD with technical, managerial and administrative issues.

4. Mentoring:

Supervise and mentor staff to ensure the project activity and career growth.

Qualifications

Essential: Master’s equivalent in public health, economics, international development, or related field.

Desirable: University degree with specialization in health economics or health policy from a reputed institute.

  • At least eight-year experience on Health Financing / Policy.
  • Expertise in financial and budget analysis.
  • Skills in qualitative and quantitative research.
  • Expertise in working on websites and MS Office, particularly in Excel.
  • Experience on program and stakeholder management.
  • Advance knowledge of the structure, systems, and policies of the health sector.
  • Expertise on data analysis and producing reports.
  • Excellent communication and problem-solving skills. 
  • Ability to multi-task and organize ongoing projects, looking for ways to become more efficient in completing tasks.  
  • Advance level of verbal and written language skills in English required.
  • Excellent Computer knowledge. Proficient in Word, Excel, Outlook, and PowerPoint and knowledge of the Google platform.
  • Able to work independently by managing priorities and workload within the general schedule of work, instructions, and standardized practices. 
  • Takes initiative and can start/complete tasks with basic direction. 
  • Demonstrated competence in assessing priorities, managing various activities in a time-sensitive environment, and meeting deadlines with attention to detail and quality of deliverables. 
  • Demonstrated ability to work as an effective team member in a complex and fast-paced environment. 
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants. 
  • Must have proven experience supervising and mentoring technical staff.
