Health Finance Lead

Dili, Timor-Leste.

Palladium is seeking a Health Finance Lead in Timor-Leste for its PROPEL Health project. In Timor-Leste, PROPEL Health will strengthen the health system to sustainably increase equitable access to and demand for family planning and reproductive health services and maternal and child health care.

The position provides technical support for health financing, planning and efficient use of resources for primary healthcare with emphasis on Family Planning/ Reproductive Health (FP/RH), Maternal, Newborn, Child, and Adolescent Health (MNCAH) and Nutrition.  

Primary Duties and Responsibilities: 

Health Financing responsibilities: 

  • Supports Central and Municipal levels of government to strengthen budgeting processes and public financial management systems and support efficient use of resources to strengthen the primary healthcare system to address FP/RH, MNCAH and Nutrition.  
  • Provides leadership in developing evidence-informed health financing interventions related to public financial management, financing of primary health care, and access to commodities and supplies. 
  • Provides guidance to key stakeholders (e.g. the Ministry of Health’s Health Financing Unit) regarding budgeting for key health system strengthening activities impacting primary healthcare, like supply chain, and Human Resources for Health (HRH).  
  • Integrates institutional capacity building as core part of providing technical support in above areas. 
  • Uses various quantitative and qualitative techniques to perform financing and policy analysis tasks, for example, assessing the economic implications of enhanced access and improved quality of primary healthcare services.  

General Project Management: 

  • Develops and ensures high-quality technical deliverables such as reports, briefs, summaries, presentations, and other documents as expected. 
  • Contributes to the formulation of project strategy and work plans. 
  • Contributes to project documentation and reporting as required by USAID and project leadership. 
  • Other duties as assigned by the Country Director. 

Required Qualifications:

  • Master’s degree in relevant field (health economics, public health, public/social policy, or similar) 
  • 10 years of relevant work experience, preferably in Timor-Leste, including five years in health financing.. 
  • Expertise with health financing principles and best practices, and knowledge of the health financing and budgeting processes and cycles in Timor-Leste 
  • Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders. 
  • Strong facilitation, problem solving, and stakeholder engagement skills. 
  • Preferred: Strong, existing relationships with the  Ministry of Health and USAID in Timor-Leste. 
  • Must have strong oral and written communication skills in English and preferably in Tetum.
