MSH is inviting application for a probable position of Technical Officer (TO)/Assistant Technical officer (ATO) for Health Financing and Policy for a project based in Dhaka. The purpose of this project is to help in increasing domestic financing, use key TB resources more efficiently, build in-country technical and managerial competence and leadership, and support policy formation and dissemination.
Under the supervision of the Team Lead/TL (Health Financing and Policy), the TO/ATO will support the development and execution of TB contracting activities. This includes assisting in conducting domestic financial landscape assessments, identifying opportunities for private sector engagement, and advancing contracting efforts to improve the quality and equitable access to TB services. The TO/ATO will assist the TL in managing discrete project activities, ensuring deliverables are met, and supporting any health financing-related tasks.
Qualifications
Master’s equivalent in public health, health economics, or related field.
- At least two-year experience on health service contracting / health financing policies and practices.
- Skills in qualitative and quantitative data analysis.
- Verbal and written language skills in English required.
- Familiar with the country’s health system.
- Primary knowledge on data analysis and producing reports.
- Skilled in using net-based resources and MS Office.
- Excellent communication and coordination skills.
- Ability to learn complex program procedures.
- Ability to work independently and take initiative.
- Takes initiative and can start/complete tasks with basic direction.
- Good interpersonal skills and time management sense.
- Demonstrated ability to work as an effective team member in a diverse environment.
Main Duties and Responsibilities:
1. Technical: 60%
Support technical assistance for the development and execution of TB contracting activities.
Assist to health financing analysis, conducting domestic financial landscape assessments and regulatory adjustment.
Draft reports, meeting minutes etc. through coordination with relevant staff within the stipulated timeline.
2. Coordination and Communication: 20%
Support communication and coordination is established and maintained with relevant MSH headquarters staff and health sector departments.
3. Administrative: 20%
Support to organize meetings, workshops, events etc.
