Senior Public Financial Management and Health Finance Advisor

PROPEL Health Ghana is looking for a Health Finance and Public Financial Management Advisor who will work under the leadership of PROPEL Health Ghana Country Director on a day-to-day basis with technical guidance from Health Finance staff at Palladium’s US health practice area in Washington, DC. This position based in Accra, Ghana.

Project Overview
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded five-year project awarded to Palladium on Sept 23,2022. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. In Ghana, the focus is on advancing the Government of Ghana’s Family Planning 2030 (FP2030) commitment, as well as strengthening the Ghana Health Service’s capacity in public financial management. This includes expanding the Ghana Integrated Financial Management Information System (GIFMIS) to all divisions, departments, and facilities nationwide. Our transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. PROPEL Health’s country teams will serve as the technical and implementation driving force for Mission buy-ins and country-based, core-funded activities. The project actively supports USAID’s localization strategy by drawing on local actors to co-create our country designs and lead implementation, monitoring, and evaluation.

 Primary Duties and Responsibilities: 

•Provide valued direction and capacity building in accordance with the Public Financial Management Act and Regulations (2019), and other enactments required by law for improved fiscal management related to health for the Ghana Health Service. They will be is responsible for coordinating all policy documents for the management of public funds and assets applicable to the health sector. 
•In consultation with the Ministry of Health, the Ghana Health Service (GHS) and other key ministries and agencies to facilitate the effective implementation of PFM regulations for GHS in line with the International Public Sector Accounting Standards (IPSASs). The incumbent will advise on treasury and accounting instructions outlining the basis, policies, classification systems, chart of accounts, and the reporting format to be used in accounting for public funds by GHS divisions, departments, units and facilities. 
•Provides health economics, health finance and technical assistance to the program, including strengthening the capacities of GHS staff in activity-based costing.
•Support the GHS in expanding access to the Ghana Integrated Financial Management Information System (GIFMIS) across its divisions, departments, and health facilities.
•Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems, including using various quantitative and qualitative techniques to perform costing and policy analyses.
•Participates in and/or prepares necessary technical and program-related reports, including presentations and working papers. Ensures quality of services and compliance with project/program requirements.
•Guides and supports research, data collection, policy formulation, training and capacity building efforts in support of project activities and deliverables.
•Perform other functions as may be assigned by the country director.


Required Qualifications:

•Advanced degree with significant experience preferred. PhD/MA/MSc in Economics or Health Economics, Accounting, Finance, Public Financial Management or a Chartered Accountant (ACCA) and/or a member of the Institute of Chartered Accountants, Ghana.
•At least 5 years professional experience in public health, health economics, health finance, and health policy formulation in Ghana is highly desired.
•Strong program management, interpersonal, writing, presentation, and organizational skills are required.
•Ability to conduct activity-based costing and develop investment cases is desirable.
•Demonstrated problem solving, analytic, financial, and evaluative skills.
•Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
•Professional and mature demeanor and conduct
•Experience in monitoring and evaluation of public sector financing, budgeting and spending mechanisms
•Ability to respond and adapt quickly to changing requirements and competing demands.
• Ability to take initiative and/or respond quickly to changing situations 


Note: This position is a local high and does not include moving expenses or expatriate allowances.

Languages: Fluency in English is required.
