Deputy Chief of Party (Senior Health Finance Advisor)

The USAID-funded Health Financing Program seeks to strengthen the health financing functions and systems to support universal health coverage of quality primary health care (PHC) services for Ethiopian citizens. Project objectives include increasing domestic resource mobilization for enhanced provision of quality PHC services, streamlining pooling of risk-sharing/insurance mechanisms for wider access to PHC services with reduced financial barriers, facilitating strategic purchasing of health services from public and private health providers, and improving governance, management and evidence-generation for health financing reforms and health facilities.

Under the supervision of the Project Director/Chief of Party, the Deputy Chief of Party (Senior Health Finance Advisor) is responsible for the technical lead of project and will act as a technical resource to the overall project, encompassing all technical areas of the project with managerial responsibilities, in absence of the Chief of Party in managing project/ client relation.  in the areas of health care financing and insurance. The position is based in the project’s headquarters office in Addis Ababa, with local and international travel as required.

Key roles and responsibilities

  • Responsible for the technical lead of the project’s work towards Increased domestic resource mobilization for enhanced provision of quality primary health care services, and enhancing financial protection for Ethiopians through risk-pooling mechanisms for wider access to primary health care services with reduced financial barriers.
  • Provide management and technical leadership and implementation support to ensure that the key interventions of the project are successfully implemented in accordance with the goal, objectives and expected results of the project. This includes:
  • Improving retained revenue and utilization (RRU) management for quality and sustainability in developing regional states;
  • Lead and facilitate designing and implementation of sustainable domestic financing options for the health sector in Ethiopia;
  • Implementing strategies to further consolidate community-based health insurance (CBHI) schemes and institutionalize CBHI implementation system and to support full-fledged rollout and consolidation of CBHI schemes in pastoral and urban settings;
  • Providing technical assistance to build the capacities of the Ethiopian Health Insurance Agency (EHIA) and regional health bureaus on CBHI implementation.
  • Strengthening the skills and capacity of EHIA to plan, launch, and operate social health insurance (SHI)
  • Leading introduction of strategic purchasing options, digitization of health insurance process including digital financing
  • Providing technical leadership in strengthening arrangements for health financing at all levels in the health system
  • Overseeing collaborative learning and adaptive project management
  • Provide high-quality technical products and services, deliver required results, and uses resources efficiently and cost-effectively. This includes timely preparation and submission of deliverables and coordination and oversight of technical teams to do the same.
  • Oversee and lead the technical teams in program planning (including development of implementation plans), implementation, performance management, reporting, and deliverable.
  • Monitor the progress and pace of interventions implementation, ensuring that project performance meets the expectations of USAID and clients, and brings any issues and concerns regarding project implementation to the attention of the COP in timely manner.
  • Manage the work of subcontractors/sub-grantees implementing under respective project IRs and ensure that all program assistance is technically sound and appropriate.
  • Perform/contribute as member of the project’s Senior Management Team (SMT). The SMT will provide overall technical leadership to ensure that project activities align with current best practice, Ethiopian government health care financing policy, and strategic frameworks, and are well adapted to the context of each region.
  • Facilitate multi-sectoral engagement with the Ministry of Finance and Economic Cooperation, Revenue Customs Authority, Parliamentarians, and other stakeholders and partners.
  • Coordinate and supervise/oversee the activities of the Health Care Financing Specialist, Health Insurance Specialist, and Domestic Resource Mobilization Specialist.
  • Provide technical support for the Health Finance and Health Insurance Advisors and Specialists on the project’s regional teams.
  • Respond to questions and provide project specific inputs and support to Rockville-based and other technical teams regarding areas of responsibility.

Preferred Qualifications

  • PhD or Master’s Degree in Health Economics, Economics, Finance, or other relevant field.
  • 15 years of demonstrated relevant professional experience working in developing countries on health care financing and health insurance, preferably under USAID or other internationally funded programs.
  • Demonstrated deep understanding and knowledge of health care finance and health insurance technical and sectoral areas in Ethiopia.
  • Significant experience in the planning, design, and management of insurance schemes/programs and health care financing work.
  • Excellent planning and management skills of project tasks and budgets.
  • Demonstrated leadership and team work skills, and ability to produce high-quality work in a timely, cost effective manner.
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
  • Excellent oral and written communication skills, including the capacity to prepare and deliver formal presentations in Amharic and English.
  • Functional fluency in English required.
  • Computer literacy (MS Word, MS Excel).

Minimum Qualifications

Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
